Dr. Kathryn Kloby is an assistant professor of political science at Monmouth University, West Long Branch, New Jersey. She teaches graduate and undergraduate courses in public policy, research methods, and public management. Her research interests include public sector accountability, government performance measurement and reporting, and citizen participation. She has published several articles, case studies and book chapters on performance reporting, designing performance measurement systems, and strategies for aligning government decisions with citizen expectations.
Her current research examines education reform in New Jersey and the challenges of designing performance measurement and certification systems that are capable of holding school districts accountable for results rather than compliance. Prior to her employment at Monmouth University, Dr. Kloby managed several projects at the National Center for Public Performance (NCPP) at Rutgers University, Campus at Newark. Her work introduced her to several trailblazing initiatives funded by the Alfred P. Sloan Foundation that aim to increase citizen participation in the assessment of government performance. Through her work at NCPP she learned of the Community Indicators Consortium and other projects that inspired the research of this report. Dr. Kloby worked closely with staff at the Graduate School USDA to build the curriculum for a performance measurement certificate program for federal managers. She continues to consult with municipalities to improve their performance measurement efforts and evaluate programs and services. As a member of the Monmouth University faculty, Dr. Kloby works with her colleagues to build the Masters of Public Policy program while establishing a strong publishing track record. She is an active member of the American Society for Public Administration as a co-chair of the technology strategic imperative and editorial board member of the PA Times. Dr. Kloby holds a Ph.D. in public administration from Rutgers University.
