How Federal Programs Use Outcome Information: Opportunities for Federal Managers
A major purpose of the outcome information called for under the Government Performance and Results Act (GPRA) is that it be used by federal programs to help them improve the effectiveness of their services. It is widely recognized, however, that thus far the major thrust of agency GPRA outcome measurement efforts have been to respond to the Office of Management and Budget and Congressional requirement, not for internal service-improvement use. This project begins developing information for agencies that will encourage greater internal use of outcome information by making program improvements. The project provides real examples of such use by federal programs, identify factors that help and hinder such use, and provide recommendations on use to federal agencies. agriculture, education, epa, environmental protection agency, hhs, health and human services, hud, housing and urban development, interior, labor, ssa, social security, transportation, usps, postal service, va, veterans administration, coast guard Managing for Performance and Results
