Like most private sector organizations, government agencies focus their analyses on data they have based on individual people, such as the data from the Federal Employee Viewpoint Survey, and from the Office of Personnel Management’s FedScope database.

A recent trend has been to set up an innovation office to be the catalyst for new ideas. These offices can be helpful starting points and an inspiration to employees across an organization. However, most leaders want to create a culture of innovation across their entire workforce, not just in an elite subset of employees.

Zvika Krieger is the U.S. Department of State's Representative to Silicon Valley and Senior Advisor for Technology and Innovation. He works with the technology and innovation sectors on tackling global challenges, leading initiatives on providing assistance to refugees, tracking nuclear weapons, expanding access to clean energy, and countering violent extremism. Gadi Ben-Yehuda was our Innovation Fellow for the Center for The Business of Government. In the five years that Mr. Ben-Yehuda was with the Center, he was a speaker, panelist and moderator for events with State Department, Department of Labor, Department of Defense, General Services Administration, and other agencies. He also delivered presentations both nationally and internationally, at SxSW Interactive Festival in Austin, TX, the Global eGovernment Forum in Seoul, South Korea, and conferences in venues ranging from Washington, DC, to New York City, and Las Vegas, NV, to Burlington, VT.

Dr. Burstein previously served as a Research Associate at the New America Foundation’s California Civic Innovation Project. Sometimes we get caught up in buzzwords of the day: Total Quality Management, Lean Six Sigma, Agile, Business Process Reengineering, or Reinventing Government. But the bottom line in each of these types of management improvement initiatives is: how do we create a culture of innovation?
What is “innovation?” There are plenty of different definitions, but one I’ve found to be practical is: “New ideas, or current thinking applied in fundamentally different ways, resulting in significant change in operating models, business processes, or products and services.”
