Federal Government Reform Resources: Memos to National Leaders

If President Obama meets with Governor Romney to discuss ways to reform the operations of the federal government, here are some resources they have to draw upon. A number of think tanks have busily been preparing a series of white papers to spark the imaginations of those developing a reform agenda. These are not to be confused with agendas for new policies (such as climate change or immigration reform) or budget decisions, such as the pending fiscal debates.

 A new report looks back at states’ experiences in implementing the federal reporting requirements and offers insights for the potential of extending such requirements.

Since 2009, the public has been able to track the outlay of more than $275 billion in federal contracts, grants, and loans as a result of the unprecedented transparency and accountability provisions included in the American Recovery and Reinvestment Act (Recovery Act), part of the federal economic stimulus program.

The FY 2013 budget identifies 103 Agency Priority Goals. They were created in response to requirements in the new GPRA Modernization Act, but the creation of priority goals was initially inspired by an early Obama performance initiative that administratively identified agency “high priority performance goals” after he took office in 2009.

President Obama created a new oversight board in June 2011 as part of his new Campaign to Cut Government Waste. He directed it to report to him in December on ways to improve accountability, based on lessons from the implementation of the Recovery Act.
