Cornelius M. Kerwin is president of American University (AU). For seven years, he served as provost of AU, and he has been a member of the faculty since 1975. Dr. Kerwin has held a number of prominent leadership positions within the School of Public Affairs, including his service as dean from 1989 to 1997.

Robert S. Done is an Assistant Research Professor of Management and Policy at the Eller College of Business and Public Administration, University of Arizona, where he conducts research on public policy issues and manages the Decision Behavior Laboratory.

Norma M. Riccucci (M.P.A. University of Southern California, Ph.D. Maxwell School, Syracuse University) is Distinguished Professor of Public Administration at the School of Public Affairs and Administration, Rutgers University, Campus at Newark. Professor Riccucci has published extensively in the areas of public management, affirmative action, human resources and public sector labor relations. Some of her publications include Public Administration: Traditions of Inquiry and Philosophies of Knowledge and How Management Matters: Street Level Bureaucrats and Welfare.

Ann Cotten is the Director of the Schaefer Center for Public Policy at the University of Baltimore. The Schaefer Center is an applied research unit within the School of Public Affairs with a mission to bring the knowledge and expertise of the university community to bear in solving the problems faced by government and non-profit organizations. The Center’s work focuses on program evaluation, opinion research, strategic management and performance measurement, and management consulting.

Kenneth R. Thompson is Professor and the former Chair of the Department of Management for seven years at DePaul University, where he has been on staff since 1986. His current research interests include application of Total Quality Management approaches to service and academic institutions, self-efficacy, and goal setting. Professor Thompson has published in several journals, including the Academy of Management Executive, Organizational Dynamics, and the Journal of Social Psychology, in the areas of organizational behavior, Total Quality Management, self-efficacy, and goal setting.

Ken Stockman is a Senior Managing Consultant in IBM’s Public Sector Strategy & Innovation Practice. He is an evangelist for aligning enterprise business strategy with technology, people, and process in order to achieve sustainable business outcomes. Ken has supported several large business model transformation efforts for public sector clients while at IBM, including USDA, the VA, the FAA, and, most recently, the US Citizenship and Immigration Service.

Mark K. Cassell is Associate Professor of Political Science at Kent State University, where he teaches courses in public policy and administration, comparative public policy, and urban politics. His scholarship is mainly concerned with understanding public sector transformations.
