John Cawley is a Professor in the Department of Policy Analysis and Management, and the Department of Economics, at Cornell University, where he co-directs the Institute on Health Economics, Health Behaviors and Disparities. In addition to his affiliation with Cornell, John is a Research Associate of the National Bureau of Economic Research (NBER) and a Research Fellow of the Institute for the Study of Labor (IZA).

An internationally recognized expert in the field of drug policy, Dr. John Carnevale has served three administrations and four ?Drug Czars? within the Executive Branch of the U.S. Government. At the White House Office of National Drug Control Policy (ONDCP), he directed the formulation of the President?s National Drug Control Strategy as well as the federal drug control budget. Dr. Carnevale is recognized as the key architect of the Performance Measures of Effectiveness (PME) System which ONDCP used to determine progress towards national goals and objectives.

Richard J. Buttimer Jr. is the Gould-Mayfield Professor of Real Estate and an Associate Professor of Finance and Real Estate at The University of Texas at Arlington. He earned his BBA and his Ph.D. from the University of Georgia. He has taught courses in financial risk management, financial modeling, corporate finance, and real estate finance. Dr. Buttimer's current research interests include the role of financial risk management techniques in government, the pricing of mortgage servicing rights, and the long-run performance of REITs.

Rajiv D. Banker is the Merves Chair and Director of the Center for Accounting and Information Technology at the Fox School of Business, Temple University. Previously, Dr. Banker served as the Anderson Chair and Dean at the Anderson School of Management at the University of California, Riverside. He also held distinguished professorial and endowed chair positions at the University of Texas at Dallas, Carnegie Mellon University, and the University of Minnesota. Dr. Banker is internationally recognized as a leader in interdisciplinary research in management.
