Center for American Progress researchers Jitinder Kohli and Geoff Mulgan wrote “Capital Ideas: How to Generate Innovation in the Public Sector,” and “Scaling New Heights: How to Spot Small Successes in the Public Sector and Make them Big.”  They observe that growing social innovation in the public sector is more difficult than it is to create technical innovation in the private sector

MN Creates Collaborative Governance Council

The Minnesota Legislature recently passed a bi-partisan bill that was signed into law to create a Collaborative Governance Council that will increase collaboration between state and local government.  Might this be an inspiration for the federal government?
 
The law creates a 12-member council to develop recommendations to increase governmental collaboration by:
  • reviewing laws and rules that slow collaboration efforts;

3D Worlds Come to Government

I saw an intriguing article in Government Computer News, by Alice Lipowicz, on how the departments of Agriculture, Homeland Security, the National Defense University, and the Air Force are getting together to create a government-only 3-D “virtual world” where they could conduct training and joint exercises. Paulette Robinson, dean of NDU’s “iCollege,” told GCN “Webinars are boring,” and that the immersive experience of bringing people together on-line can be dramatically improved.

Creating a Problem-Solving Network (Part II)

The Obama Administration says it wants to create “problem solving networks” across the government. Well, yesterday a group of like-minded people from across the government convened to discuss creating just such a network around the implementation of agencies’ Open Government Plans.

Scorecarding Agency Open Gov Plans

The Obama Administration announced today a scorecard of the quality of the plans submitted earlier this month by 29 major agencies. Using a checklist of 30 criteria, the scorecards show all agencies rating either a “yellow” or a “green” on their scorecards. These plans are being referred to as “version 1.0.”
