W. Henry Lambright is Professor of Public Administration, International Affairs, and Political Science and Director of the Science and Technology Policy Program at the Maxwell School of Citizenship and Public Affairs at Syracuse University. Philippe Kruchten is a full professor of software engineering in the department of electrical and computer engineering of the University of British Columbia, in Vancouver, Canada. He holds an NSERC Chair in Design Engineering. He joined UBC in 2004 after a 30 plus year career in industry, where he worked mostly in with large software-intensive systems design, in the domains of telecommunication, defense, aerospace and transportation.

Jane E. Fountain is Distinguished University Professor in Political Science and Public Policy, and Adjunct Professor of Computer Science at the University of Massachusetts Amherst. She is the founder and Director of the National Center for Digital Government and the Science, Technology and Society Initiative, based at the University of Massachusetts Amherst.

Ann Cotten is the Director of the Schaefer Center for Public Policy at the University of Baltimore.
