Charles H. Fay is Professor and Chair of the Human Resource Management Department in the School of Management and Labor Relations (SMLR) at Rutgers University, where he has taught since 1984. He specializes in the areas of rewards systems, performance management, and human resource information systems, and co-developed SMLR’s overseas teaching programs in Singapore and Indonesia. His first faculty position was at the University of Kentucky in 1979.

John will lead Center thought leadership activity focused on the intelligence enterprise in government, providing insights and recommendations that can help leaders across intelligence agencies improve program performance, effectiveness and efficiency in this critically important mission area. John also serves as Intelligence Industry Leader for Defense & Intelligence for IBM Global Business Services, Public Services Sector. Professor Dawson’s recommended roadmap is based on research into past experiences in IT modernization at the Federal and State level, as well as in industry. He draws lessons from his research and extensive case interviews with Federal and State Chief Information Officers (CIOs). Using these lessons, the author frames impediments to modernization and risks for agencies that do not modernize, including continued cybersecurity weaknesses.

Bruce T. Barkley, Sr. was a charter member of the federal Senior Executive Service (SES). He retired from the federal government and taught public administration and program management at the Keller Graduate School of Management in Atlanta, Georgia. Mr. Barkley held a variety of positions in government. Prior to his retirement, he served as Director, Office of Management Systems and Evaluation, United States Environmental Protection Agency.

The impetus for this event was the coalescing of the Federal Information Technology Acquisition Reform Act in 2015, the Program Management Improvement and Accountability Act of 2016, and guidance from the executive branch, which have combined to drive changes that will affect contractors as well as the federal government.
