Ann Keller is an Associate Professor in the UC Berkeley School of Public Health, where she teaches courses on health policy, environmental health policy, and science in policy making. Keller studies the role of expertise in public decision-making and is especially interested in how expert systems are designed in the public sector and how expertise is maintained in contested political domains.

Lael R. Keiser is an Associate Professor in the Department of Political Science and in the Truman School of Public Affairs at the University of Missouri, where she teaches courses on public policy and public administration. Dr. Patricia C. Franks, a Certified Records Manager, is an Associate Professor in the School of Library and Information Science (SLIS) at San Jose State University. SLIS is a recognized leader in making effective use of leading edge technologies for distance learning. At the University, Dr. Franks serves as coordinator for two online degree programs: the Executive Master’s Degree in Library & Information Science and the Master of Archives and Records Administration degree.

Eric Zeemering is an Associate Professor in the Department of Public Administration in the School of Public and Global Affairs at Northern Illinois University. His research and teaching interests focus on public management, intergovernmental relations, and urban policy. He has conducted research on the adoption, oversight, and termination of municipal shared service agreements, publishing research in journals including The American Review of Public Administration, Public Administration Review, and State and Local Government Review.

Dr. Richard Callahan is an Associate Professor with the University of San Francisco’s School of Management. He teaches graduate degree courses in public administration in strategy, leadership, and governance. He has been funded for research projects on governance from the Haynes Foundation, Bedrosian Center on Governance, and has a Fulbright Specialist Program award for teaching leadership, institutional design, and governance in Istanbul, Turkey. Additionally, he works with universities in the states of Vera Cruz, Aguascalientes, and Yucatan, Mexico.
