Ron Layton was appointed to the position of Deputy Chief Information Officer (DCIO) for the United States Secret Service in January of 2013. He is responsible for a wide range of activity relating to Information Technology and is a 20 year veteran of the agency. Formerly, Mr. Layton was in charge of all Secret Service investigations for the State of West Virginia. In additional previous assignments, Ron was the former Program Director for the Secret Service Electronic Crimes Task Force (ECTF) initiative supervising 17 ECTF's across the United States.
Mr. Layton was the former Deputy Director of the Department of Homeland Security's National Cyber Security Division (NCSD); supervising the daily operations of the law enforcement and intelligence section as well as contributing to the cyber annex of the National Response Plan (NRP). Mr. Layton served as a Co-Chair of the National Cyber Response Coordination Group (NCRCG); wherein, he directed departmental resources and worked in conjunction with the National Security Council (NSC), the Department of Justice (DOJ), the Department of Defense (DOD) and other members of the Intelligence Community regarding on-going cyber threats to the United States.
Ron has lectured extensively on cybercrime, technology, and critical infrastructure protection, both domestically and internationally. Mr. Layton is published in the Center for International Security Policy for his expertise in infrastructure protection and Supervisory Control and Data Acquisition (SCADA) systems.
Mr. Layton also held previous assignments in the Philadelphia Field Office, the Joint Terrorism Task Force, the Presidential Protective Division, the Criminal Investigative Division and the Secret Service Counter Assault Team.
Prior to joining the Secret Service, Mr. Layton was a design engineer for Landis & Gyr Powers; designing process control networks. Ron also instructed physics and mathematics at the University of Pittsburgh's upward bound program. Ron holds a Ph.D. in electrical engineering as well as holding Doctoral Candidacy at Northcentral University pursuing Business Administration with a research focus on terrorism and social media technology.
