Veronique de Rugy is a senior research fellow at the Mercatus Center. She was previously a resident fellow at the American Enterprise Institute, a policy analyst at the Cato Institute, and a research fellow at the Atlas Economic Research Foundation. Her research interests include the federal budget, homeland security, taxation, tax competition, and financial privacy issues. She writes a column for Reason magazine and is a regular contributor to The American, AEI's online magazine. She also blogs at The Corner at National Review Online and at Big Government.

Paul Wormeli is Executive Director Emeritus of the Integrated Justice Information Systems Institute, a non-profit corporation formed to help state and local governments develop ways to share information among the disciplines engaged in homeland security, justice, and public safety. He has had a long career in the field of law enforcement and justice technology.

Prior to joining Global Trade Systems in January 2004, Mr. Spayd served for twenty five years with the US Customs Service and Department of Homeland Security, working in the US and representing US Customs globally. He was a founding director of Operations Safe Commerce, the first public-private partnership to develop mechanisms to enhance the security of international supply chains.
Mr. Spayd was awarded the Coalition of New England Companies for Trade (CONECT) Annual Person of the Year Award for his contributions to the facilitation of international trade in New England.

David Schanzer was appointed to be Director of the Triangle Center on Terrorism and Homeland Security in 2005. He previously served in a variety of postions in the legislative and executive branches of the federal government, including Minority Staff Director of the Committee on Homeland Security, United States House of Representatives and Special Counsel, Office of the General Counsel, United States Department of Defense.
Schanzer is a Visiting Professor of Public Policy at Duke University and an Adjunct Professor of Public Policy at the University of North Carolina
